Dark Heresy uses the double unlock system for advancement, by which you choose a specialty for your level, and then spend XP on buying talents and skills within that level. Psyker has more options on each tier, but also has a much higher likelihood of head exploding. Additionally, it looks like we can start unlocking Psyker powers as a Tech Priest after 6. Basically, if we want to play the long game, slow is smooth, survive and win, Tech Priest looks better, while if we want to burn out in a blaze of glory while thousands around us erupt in daemons, probably killing us before get max level, we want Psyker.
