The ruling elite do not wish to share this world with so many humans. World War II was an attempt to kill off billions of people, but was halted by the development of nuclear weapons. Like free energy, natural healing, and open internet, nuclear weapons took power away from the ruling elite and put in the hands of nations. More importantly however, a nuclear war would destroy the world which they wish to possess and themselves. Hence, the mass culling was halted. As decades have passed, the ruling elite have slowly regained control over world governments and reduced the nuclear threat. They now have technology to destroy ICMB and other nuclear weapons before they detonate. The simplest method to destroy a majority of the weapons is to influence nuclear war between Russia and the U.S. We also see that money has an overwhelming influence on politicians. A new culling without the threat of nuclear holocaust is coming. Actually, I'm watching Thrive on youtube. Pretty good conspiracy theory movie.
