Because a lot of the classic Doctors are not at all like any of the newer Doctors.

I find Storm Warning fairly boring. I think a lot of people mostly recommend it just for the context it provides for 8/Charley.

I'd say a better starting point would be Jubilee, Chimes of Midnight, or Spare Parts, just to see what the format is capable of.

(I can't speak to Gallifrey being a good starting point or not, though.)
