Less than 1 confuses and angers me. For that to matter someone would have to use calculations to lower a 1 which had already been rolled.

Since you're Hoshi, it's more efficient to grind command for space combat and escort duties than pretty much anything else.

Pretty much. The combination of his static and downside means that you can effectively self-XO on certain locations - and playing that XO ALSO costs a card, so why not? He's interesting to play. Last game I played hoshi, I was staring down playing a critsit+ OPGing+2-3xstatic, and trying to figure out how to not discard a stratplan for FTL; and somehow keep a repair in hand(and a spare card to play it) for the next turn. Its neat being able to play an admiral that can fix your own flagship, but it makes you miss just being able to PLAY your hand.
