The manager of the dealer basically said "sorry, it was a typo, but ABS doesn't make a difference in what we charge for a car, and you're past the 30 day return period".

It's not illegal because you can't sell a car without ABS. It's illegal because advertising a feature the product doesn't have is fraud.
