I'm in favour of standups when top guy is inactive and bottom guy isn't doing anything either. It's not as if you can wear a good athlete out by sitting mostly still in his guard, so it serves little obvious strategic value. What I tend to waffle on is a) what the threshold is for "top activity", and b) what do you do when the bottom guy is active and the top guy is inactive (though "b" is more of a judging issue...). I was saying that's why putting the onus on the bottom guy is dumb, if the top guy wants to just sit there he can and there's really nothing you can do to stop him without standups.
