The Ravens started the Seven Nation Army drone as a new thing for home games, stole it from college football. When the O's got good, it made its way over to Camden Yards. The OOOOOOO is just a nice coincidence.

Also, Markakis literally hit that in the weirdest spot possible for a homerun in Camden Yards.

I think the area where the foul poul meets the fence/wall in right field gets really technical as well.

I'm not really that big of a fan of the seven nation army thing either, but then again, after a decade+ of seeing other teams' fans make more noise than O's fans, I'm okay with any sort of collective cheering.
