It says start with the last player, but it doesn't say clockwise or counter clockwise. My understanding is you start with the last player (Circl), then goes to the first player (Rarity), etc.

Makes sense, everything is clockwise unless stated. I've only played it with 2 max so I've never had to deal with it before. Since there is no penalty for failing to hide except for the Black Rider, then it might be reasonable for Rarity to just not hide and take the Black Rider on straight up. Then GTR and I hide and we clear up two more locations and then we can take on the Ferry, and since you only have to do a Hide test 3, not actually pass it, then we can make it regardless of what riders are up and about. Just have to be able to defend against it 3 times. The only problem is if the Black Rider gets really really annoying shadow cards. So I'm thinking Circl hides with Boromir, Imrahil and Errand Rider for 6 hide. Then Rarity you can decide if you'd rather take 3 attacks or hide. I'll use unexpected courage to hide with Eowyn and Eleanor. And GTR is free to do nothing unless Rarity hides. For defense, probably want to leave Theoden ready to sentinel defend in case the Black Rider gets loose from shadow cards.

This could be the last round if we do things right. Either you have to do a Hide 2 and then a Hide 3, or you can defend 3 attacks. You have Gildor who can take the first, then The winged Defender can take the second and make your Eagles of the Misty Mountain an impenetrable rock for the third.

Starting threat is low, so we don't need to quest too hard. We need to get some hides as well so keep some characters ready for that. GTR: Play Rivendell Minstrel and Ithilien Archer, using 2 resources from each hero. Use Warden of Healing's Action to heal Aragorn. Quest with Pippin (2 willpower) Circl: Quest with Aragorn (ready aragorn), ship captain, squire and errand rider. (7 will power) Me: Quest with Eowyn and Northern Tracker (6 will power) 15 will power v 3 threat Worst case scenario would be drawing 4 riders for 16 threat but that's not going to happen since they are all dead or therabouts. We should have a big enough buffer now to not have to send in anyone else to quest, but you might feel like sending in a small amount, maybe 2 or 3 willpower.

Also, I'm not sure if we can place progress tokens on the Ferry since it is immune to player card effects. It depends if Legolas' ability targets the location or not. If it just generates some progress tokens then it may work, but I'm not 100%.

Faramir and Ithilien Archer can attack the Black Rider engaged with me for 4, add Bard and Legolas and that's overkill on it because of Bard's ability. So that's one plan to deal with one Rider. Winged Guardian could take the Defense on yours then you have enough to steamroll the other easy too.

Either way we should have enough if all ranged attack the one engaged with me and the rest of your characters finish off yours, however you split it. Engage a Black Rider Defend with Gildor GTR: Attack Amoeba's Black Rider with Faramir and Mirlonde, syncing up with any other attacks on it
