It should have played like Dishonored, it wants you to explore but the game's resource mechanics punish you for exploring. It needs exploration + stealth. Of course it would still suck, because the writing is real bad, but at least the game wouldn't be fighting itself.

Somebody link that (Irish?) video game reviewer who is like "this video game doesnt say friend of the family therefore it sucks" at the beginning of his review. But then goes on to make a bunch of really good points for the next 40 minutes about why the game is bad.
