I'm kind of thinking they don't even spawn unless requested by Simeon, or are super rare now, or spawn in different locations than they used to. You can get the Phoenix from a mission unless they patched that.

Some new info on the next DLC was leaked and it looks to be a lowrider update. One of the vehicles is named SLAMVAN3. Really hoping for this:  The Faction was mentioned too.  And TORNADO2 which I'm guessing will be a 58 Impala.
