That might have just been speculation, though. If it only spawns in one place it will be weird having everyone fighting to land on the same boat trying to get to their individual interior. The thing I posted a while ago kind of confirms that you can set a preferred area for the yacht to be. I don't know if you need to call it in or if it just spawns on its own though.
