I guess that woman sounds kind of like Shirley Manson but even if you hate Garbage, they were never that repetitive. As for the video, I think that throughout the 90s any kind of weird video editing was chic. If it was slick, it was cutting-edge; otherwise it was endearing in the way that Nickelodeon and Liquid TV went for. Pop Will Eat Itself was party of a short-lived subculture in the UK called Grebo, which was basically a blend of industrial and electronica with the kind of rock/punk influences that would become grunge. So there's some stuff you see with PWEI that you don't see mixed together anywhere else, but I don't think flags were a thing.
