I'm not sure how much fourth vote/being at -1 means anything here. It's a 9 player game, the math is weird, it's really hard (for me at least) to get into the headspace where a fourth vote is -1.

i don't mean "we are in a pocket dimension where numbers behave differently", i mean "it's easy to overlook at the fourth vote is -1, because games don't usually start with this few players".
