I'm also going to nitpick this because it's actually pretty important: you placed two air support units. The difference between markers and units comes up a lot - the big one for air support is that they block enemy units from entering their hex and from tracing supply through it.

There aren't any air support markers as all air support counters are units - most markers are things like influence markers or blitz markers that just show where something is happening. The rules generally draw very clear distinctions between markers and units, with a further distinction between ground units, and support units. There is a special rule that detachment markers, logistics markers, and partisan markers block supply, but they still don't stop enemy units from entering their hex. Airdrop markers are the weird ones - they act like a unit for most purposes, but for some reason they're still called a marker despite having all the characteristics of a unit and none of a marker which I can only imagine is some sort of oversight.

And just so I understand right - is the Soviet faction at war, or is Communist China at war? Very important distinction I need to understand.

One means that the SU can't invade Japan, the other means it can.

I can't find anything in the rulebook about what the "Border Disputes" policy actually means.

edit-- nevermind, PACs just clicked for me. The policies are basically varying levels of "this country won't be in the war for a while." Border Disputes means "a little while." Neutrality means "most of the war." Etc.

The way it works is that if there is a marker, the faction is not at war. If there is no marker (like for example, Communist China and Nationalist China), then there is war. The name of the marker itself does not matter apart for the fact that if you have to remove a marker, you have to remove all markers of that name (which is the reason why I'm at war with both Chinas atm).

Thus the SU is currently NOT at war with Japan.

Hahahahaha, I don't think I've ever seen Austria successfully resist. I'm pretty sure you have everything right, but I don't have the rulebook on me and country activation in pre-war can get weird. If you follow everything in the coup d'etat section and the country activation section, you should be good. Yeah, you can put the replacements in Munich. Berlin has three one-step infantry and a one-step panzer before replacements, so you either need to combine some infantry steps or move a unit. I know last time you tried to combine infantry I didn't let you, but you've got two-step and three-step infantry in your Force Pool now.
