I think his vote on me is really bad and he soft floated a lead into it yesterday which I don't think looks great. But he seems mostly unengaged and dumb than scummy?

I.e. a scum who has an active role might be afraid to claim VT in case they are tracked, or watched etc. Scum generally plan for the long game, so blowing it on D1 over a silly claim is an unnecessary risk.
