So this is something that I have wondered about.

Years and years ago, I read this news story about a man who Torrented an episode of Lost on his mobile while on holiday in France.

So he got stung for a bill of something like €30,000 (or higher.)
And the telecomunication company agreed to waive the fee on the basis it was an accident. (Not him torrenting the show, more at the idea of how much it would cost to do so.)

But what I've always wondered is how they justify those figures? I mean :capitalism: I know.
But like, tens of thousands. It's not like they actually incure a huge effort to make that request. Massive amounts of oil or gold aren't burned to do it. And I assume that crazy amounts of power strain are put on the system.

So where does the massive figure come from when it comes to putting a monetary value on abroad communications?
Or again is it just :capitalism: times ten?

There are two usual reasons for it (beyond just being greedy assholes).

1. There really is a limited amount of bandwidth, and the high fee is to discourage people from using it. It doesn't cost them 30k to download one episode of Lost, but if everyone was doing it at the same time it could bring the network down so threatening people with crazy fees will reduce the likelihood of it.
2. The crazy fees are to encourage people to pay for an unlimited type plan. "For a mere $20 a month you can download all the Lost episodes you want, otherwise it will cost you a MEEEELLION DOLLARS"

Every telco is also permanently in a Mexican stand-off with each other where they charge each other a lot to route traffic through their network because they have to pay a lot to route traffic through anyone else's network, which is why overseas data is usually really expensive because you'll be outside their infrastructure and probably having to come back in through multiple telcos each of whom are clipping the ticket.

What exactly was Cobras longer term plan at this point? I mean Cobraville seemed like a nice enough place to live and upwardly mobile crimson guard seems like a pretty good gig. Why was Cobra Commander a villian again?

He seems like a great guy to work for, in general:

Later:

G.I. Joe: A Real American Hero #9 (1982)

I love how everyone expects Cobra Commander to be the kind of villain who takes things out on his henchmen, but he just sees every defeat as a delightful opportunity.

Also, the implication that all of the G.I. Joe victories are just minor annoyances to Cobra, who have bigger things going on behind the scenes.

I don't know that they really had a long-term plan. Eventually, though, they did become their own sovereign nation when a land mass formed (from a volcanic eruption) in international waters and they were first there so they got to claim it. Cobra Commander was a villain because he was a megalomaniac, but unlike so many of them he was smart.

I love that Cobra Commander is a dodgy MLM salesperson first, and a meglomaniacal leader of a heavily armed secret militia second.
