So something gave Max powers but she's forbidden from actually using them. And the white doe guiding her is because Rachel wants revenge. Given the headspace I/Max was in when that decision came up there was no hesitation togo with saving Chloe. Making yet another huge change and just hoping that this time it would be the right choice just wasn't an option.
