Only thing I can figure is that there are more than 500 players eligible for Rule V and somehow some of them don't get populated for some people. I was confused at the comment that davewillie left multiple useful players exposed because I only saw one.

In that case, I guess the pool of 500 is selected before ranking instead of the entire eligible pool being ranked, otherwise everyone would have Forbes listed.
