I think the problem is that the third umpire (who's entire reason for existing is to call off the ball stuff) doesn't call this kind of stuff early enough. Players wouldn't do it if they gave away a free in the first minute of a game for it. But they don't and you see a defender and a forward going at each other for a whole match and of course it escalates. Catch it early and there's no problem.
