They weren't when I played it last year. ME3 multi is still up on pc and it's still really fun. I think the only thing they don't do anymore are those regular community goals

max payne 3 was the only game where you could play as a guido, dive out of a 4th story window, ice a dude across the map with your rpg, and then hit the ground and die after doing a 1080 from the force of the backblast and i miss it terribly
