in Hollow Pursuits Riker says that creating your crewmates in the holodeck and loving them is against Starfleet Regulations but then Troi corrects him and says actually there is no such regulation. Riker says there ought to be a rule against it I don't know why; there's no victim (besides holograms but those don't count)
