The AI tends to completely deplete their manpower by fielding way too large armies in the Siberian steppes and regularly leave themselves open to invasion. If you leave them alone completely they will usually just spend their monarch power on developing their provinces instead of expanding, as they turn all their neighbours into tributaries. The real problem isn't that you can't take Ming on if you're a tributary, it's that you can't expand into it's tributaries without having to fight Ming, and Ming can have lots of tributaries in lots of places.

Trade I would also very strongly argue for Offensive ideas over Quantity. If we end up fighting nations that have properly stacked military bonuses, we are running the risk of getting our armies wiped.

If anything the only thing that should be changed about Vicky 2's mechanics is the economics. I wouldn't know how aside from not making some types of factories inherently unprofitable, but the distribution of trade goods needs less insanity and capitalist ai should be a little smarter about which factories to build.
