Fallout is perfect since you can complete objectives in any fashion you want, and build up skills when you think they'll be most useful.

Main change I'd suggest is giving out fewer skill points as it's pretty easy to go from complete noob to perfect mastery of a skill in five levels with decent intelligence. More levels, more perks, fewer skill points per level would be better. Becoming an invisible murder ninja before hitting level 10 is one of the best things about the game. New Vegas had the skill points balanced out pretty well, IMO. Once you get past level 30 it doesn't hurt to try out some different forms of combat.

Fallout has a lot more instances of good dialogue than TES, and seems to be a lot more about shaping the world around you (well, NV and 2). The Jarl swap is one of the few things that comes to mind in Skyrim, but all that meant was more miscellaneous objectives to complete before you can get away with murder again. In NV you get to choose the type of relations you have with every major community in the game.

Cool thing I'd like to see in 4: Bonus perks for building a skill up to 100. Combat skills could have bonuses to stuff like crit rate, weapon degradation and/or accuracy boosts. Crafting skills could allow items requiring that skill to be crafted anywhere. Lockpick could have a 100% force lock success rate for average locks or below (or replace the Infiltrator perk). Barter could allow a greater number of caps available from any merchant. Speech might give you an option to temporarily render an ambush party non-hostile (like Legion Assassins).

Operation Anchorage: First mission has a cool Goldeneye feel, the rest is lame, but it has my fave loot between the Gauss Rifle and Stealth Armor 5. I'm not sure I can handle wading through the comments about how bad the streamers are, but I have a question. Is there a point where your character gets to tag certain perks or SPECIAL points during the Vault segment or are you largely stuck with what you fill out from the Vault-Tec guy?
