It was the first episode I ever saw, when I was like 9 or 10. And like a third of the villains had some sort of stage or theatre theme going on.

Found the answer, btw. According to the Dev rulebook, page 19, setup goes in the following order: 1) Select characters 2) Place Standups 3a) Initial Discards (and finisher) 3b) Character UA Setups 4) Begin Beat 1 Tanis sets up her dolls on step 3b, after choosing discards.
