When I run netplwiz I see two User Names which are the same. Is this a duplicate, and could it cause problems? What would happen if I removed one of them?

Netplwiz will work when booting or rebooting. If you're waking the Surface from sleep or hibernation then you'll get the login screen. You should be able to set it to not require a password on wake-up in power options though.
