Basestar in CHARLIE is destroyed!

DEFCON decreases by 1 to 13.

I mean if I were on my computer instead of my phone more it would be easier but instead I've been playing Mario Maker.

I had to check twice before I said "oh yeah I got this" on a yellow green check as Seelix.

Playing two games is fine but then I have two completely different skill sets and then I get XOd in one game when it's my turn in another and it all gets confused.

Then Podima has other stuff come up delaying his game while Some Numbers has free time and all the streams are completely crossed.

Toshimo's still a Cylon in both, I'm sure.

I very much do not recommend spending an entire weekend on your feet (ow) and then spending a hour going ten miles to make it over the NY/NJ border. Ugh.

pre:
POL/LEA = 9
Leadership-0 (All Hands On Deck)
Leadership-3 (Declare Emergency)
Leadership-5 (At Any Cost)
Politics-4 (Preventative Policy)

Piloting-3 (Run Interference)
Tactics-2 (Guts and Initiative)
Tactics-2 (Launch Scout)
Tactics-4 (Unorthodox Plan)

12 - 11 = 1 FAIL!
Leadership-0 (All Hands On Deck) found in the check!
New check total is 2! Still fails!

The fleet loses 1 Morale! (New Total: 6)
Admiral Hoshi (Improviser) must discard 2 Skill Cards!

Raiders Activate!
1 Raider in ALPHA fires at an unmanned Viper! 1d8=4! MISS!
2 Raiders in CHARLIE move to DELTA!
11 Raiders in DELTA fire at an unmanned MkVII! 1d8=5,8! HIT!
By preload, Starbuck plays PIL-1 (Evasive Maneuvers)! 1d8=8! MKVII DESTROYED!
9 Raiders remaining in DELTA fire at Starbuck! 1d8=8!
By preload, Seelix is an Avionics Specialist and discards ENG-2 (Repair) to reduce the roll to 6! MISS!
8 Raiders remaining in DELTA fire at Starbuck! 1d8=6,2,2,1,1,8!
By preload, Seelix is an Avionics Specialist and discards ENG-3 (Scientific Research) to reduce the roll to 5! MISS!
2 Raiders remaining in DELTA fire at Starbuck! 1d8=5,2! MISS!
  :siren: STARBUCK LIVES :siren:
2 Raiders in FOXTROT fire at an unmanned MkVII! 1d8=8! MKVII DESTROYED!
1 Raider remaining in FOXTROT fires at an unmanned MkVII! 1d8=8! MKVII DESTROYED!
Constant Barrage! No additional Raiders are launched due to the Basestar's hangar being damaged! Also you're at the component limit anyways.

...after a moment of silence for all that carnage, the fleet gains 1 Jump Prep.

You did not phrase it as a standing preload, so I assumed it was only for that particular raider activation (the CAC one). Also quite frankly even if it had, at least one would have been wasted since the first roll on a Starbuck was an 8. If you intended it as a standing preload and want to be honorable about it, I can retroactively apply it for no effect. Either way if you want to let things stand as they are, that's fine too.

This is one of those annoying situations that I keep running into with these homebrew characters in that there's of course no official ruling on stuff like this!

Given the lack of an established sequence to reference, I see this working such that both you and Seelix would declare intent to mess with the roll, and then the current player (tarbrush) would decide which order to resolve them in. Given that I think tarbrush would prefer to stay in space over being blown up, I'll opt to move things along a bit by ruling that Tarbrush would have the Stratplan resolve first (for no effect) and then Seelix's static resolve to turn the hit into a miss.

Objections?
