If you can't be there personally to set things up, I'd recommend finding a wedding coordinator near where you want to get married to organize everything for you.

They know how to get permits, find officiants, take care of catering, etc.

My brother got married on the beach in St John (US National Park) and the coordinator made it freaking easy for him.
