Some episodes are better than others. Like many Tokusatsu shows, except with police instead of heroes. Which is why I don't feel the need to nitpick the licenses taken by the writing. 18 episodes later, with one episode left to go, finally the "Qwenthur pleasures Princess with a flute" scene in Heavy Object gets some payoff, and the show finally becomes interesting. God the pacing was hosed up on this one. Who makes a major plot revelation like that on the second to last episode? Basically, the pilots have a special code, upon the hearing of which they will go into a mode in which they treat every order as a double-entendre for "Murder everything". This could have been interesting if it had come up with enough time for a full plot arc, but alas... Coincidentally, this also seems to be the point at which the animators have been forced to stop using the LNs as inspiration and come up with an anime-original ending. Guess that may be indicative of the quality of the franchise...
