the US restricted key sizes on exported crypto, which is why WEP originally only had 40-bit keys

yeah pgp got in trouble, but first amendment protected the code in book form, so you could buy the source code as a book.

i remember my father taking me to the bookstore as a kid so he could buy the PGP book and then OCR it.
