That should mean he would then be able to give someone else the condition that successfully fulfilling the contract gives them an instance of Moonlight Act and that chain could remain unbroken. Not saying that's how Longhi's power works but if it does, then I can see how it remained under the radar for so long. She has to fully tell someone how it works beforehand and likely wouldn't do so unless she was already certain they would agree. A breach of contract leaves that person defenseless so they could be mopped up if they are a true threat. And if a subsequent holder of the contract screws up it's not a guarantee it would ever be traced back to Longhi and the power itself isn't threatening enough that I think someone would exhaust resources trying to find her.

I didn't watch that video and I also won't watch it because I already have a strong idea of what the video is about and due to my Hatsu I would be able to let the nen move my hand as I pen a similar but better script for a video essay about Morena as a stand in for Togashi's ideology.
