They wanted a continuing storyline, but, they didn't have enough episodes in the can before having to show repeats and screwing up any linear narrative. And then you throw in episodes like Gorgo (which was only shown twice on the same day) and Merlin (which was broadcast out of sequence AFTER the show was canceled), you can see how hosed up that was.

They also relaxed their need for sci-fi only movies by season 10, mostly because they were about to pull the plug, but it gave us gems like Girl in Gold Boots and Final Justice. And Coily.
