Lotte is derived from Charlotte, but makes a bit more sense as a nickname when it's pronounced with two syllables (as it is in Norwegian, see also Austrian Lotte Lenya). Scissorman is reminiscent of the tailor from Struwwelpeter who cuts off your thumbs if you suck them. That guy is tall and slim, unlike our pursuer, but he carries similarly big scissors.
