Although you would need a way to explain guards having guns since our police aren't armed. They can carry tasers, and we do have SWAT-alike specialist police who would a) be called in if some maniac was running around killing people or b) might be there already when there's the sort of celebrity in town that Agent 47 might be interested in icing.
