I'm certain it was only implemented that way so they could have levels where you have to get from point A to point B past 30 guards without just killing one, disguising yourself and walking to the exit.

I really thought the point of releasing big enivornments one by one was that they would have multiple events and missions, like a nighttime concert on the lawn or something
