Afaik it's a safety in case the pressure can't leave by the usual path (because someone stamped the grounds or something), so the submerging will never show up as a problem until you meet the day where the steam can't go out through the planned path and then water also prevents lowering the pressure through the pressure valve, and then it risks "blowing up". The most likely failure mode isn't pressure-cooker-style explosions, but just starting to violently eject hot brown steam everywhere in your kitchen when the clog resolves while bypassing the valve: https://www.youtube.com/watch?v=YhQDMLC37fI In any case, "I haven't exploded yet" just may mean that you haven't had the need for the failover the pressure valve represents, rather than the pressure valve being submerged not being a big deal.
