Obviously you need both, but there have been plenty of examples of well managed national teams without superstars outperforming teams studded with stars. Usually when the "stars" are all past it or out of form or were big and strong for an 18 year old so everyone assumed they had potential to become a great footballer. Half the England team peaked at 20.
