I don't see Regal as the kind of person to commit geocide. After the initial exhilaration of Erbship wears off, her actions would haunt her and tear her apart. Sure we want to stick it to the slavers, but that's because the lives of the oppressed people matter. Annihilating them would mean total and irreversible failure when the real goal is liberation.
