Are all characters 'viable' if raised up? Like, can I take a one star of a character I like a lot, and eventually turn it into a 6 star that's worth having? Because I'd much rather make a bunch of medals of characters I like, than just 'optimize'

Then I logged in today about 10 minutes ago and got today's login rewards. It's definitely not midnight for us Americans that cause it.
