This has been bothering me for a while, but I don't think the Machine was telling Harold to kill the congressman in that episode. The congressman was both Relevant and Irrelevant. His actions would lead to catastrophe making him Relevant. But he was both unaware of the results of his actions and targeted for murder by Decima agents, making him Irrelevant. The Machine was faced with a moral quandary and placed Harold there so that Admin would solve it.

If he was never in any danger, then guard him from whom? And again, if he's the potential cause of a lot of deaths, that would make him Relevant and the Machine would have given it to Northern Lights/Indigo. Team Machine only gets Irrelevants.
