Do I HAVE to do a special action if I pick the event? I just want the free ops to rally, but don't see a feasible way to do any special ability afterwards. Both of my non-battle SAs need to be within one space of Vercingetorix, but I can't rally in any of those four spaces.

Then again, the rally action says "any location", but the procedure text seems to indicate it can only be done in a space with control/ally/leader/citadel, so am I reading it wrong?

Holy smokes, I totally mis-read that. Thought it was a command and a special ability.

In that case, Rally everywhere I can, with a ally in Arverni, warbands everywhere else. And then march 3 warbands from Arverni to Pictones.
