It was a perfect day in Sevvran, soon it would be an imperfect one Viktor knew but for these few moments the streets were at peace and all that was expected of him was to escort the Lady de Wulfe in public, and discuss matters of state.

"On the matter of Hissin my lady I have some good news, the governer of our Hissin province Lord Housemartin has been making strides to ensure the relationship between the Hissians and Sevvran remains cordial, despite efforts by the disposed prince to disrupt our efforts to rebuild Hissin."

"It would be for the best therefore that I reinforce our efforts there first, they are a valuable trading partner with the capitol after all so I shall handle this myself. As for the Archea situation I have Captain Founder enforcing our caravans through those lands, and I trust his ability to ensure those resources get to where they need to, further more-."

Viktor almost bumped into de Wulfe as she suddenly stopped, he looked around quickly and sighted upon an elf. Elves, he was making an effort to be a lot more, polite, to them after that business with the envoy of the forest kingdoms back when he was a captain but, he always felt a little uncomfortable around people who looked like they were mere striplings, and then turned out to be hundreds of years older then Viktor. A hand was resting on the sword he carried, not to threaten in anyway but to assure that it was there, and he did have one. The look on de Wulfe's face was somewhat perplexing.

After a few awkward moments, Viktor decided to break to silence, taking a step forward he said to the elf, "Excuse me madam, are you lost?"

Honourbound to a Fault [-2] Lord Von Voss has spent most of his adult life in military service, a role that does not offer much in the way of duplicity or subterfuge a lot of the time. As such whilst he has a good grasp of stewardship to run the backbone of an army, and knows everything about soldiering back to front he isn't home to the political manuverings that is normally part of his class. Hence why he got reassigned to a position back home without knowing about it until the orders were in his hands.

It wasn't quite the response he was expecting and he looked taken aback. Maybe it wasn't the best approach but he knew that every other week someone tries to assassinate the regent regardless of the consequences. Something like at could make a man a little jumpy

He shot de Wulfe a look that said 'Help me here.'

Back at the palace, Von Voss was sat at his desk as he began sharpening his quill. Well at least this time the request made was a request that was fairly easy to handle, sometimes he felt that the Dragon thought he was just another peon to be used and disposed of when he is no longer useful. drat him.

But needs must, and with the nation as it is they couldn't afford to have mysterious criminals stealing the nation's wealth when it needed it the most, he began writing some letters.

Commander Vynes, we have gathered disturbing reports that enemies unknown have stolen from the royal treasury several hundred pounds of gold guinea for means unknown. The revenue has requested the aide of your investigative abilities, and those of your most astute lawmen, to rendezvous with the Tax office and seek these criminals out. The economic livelihood of this nation cannot afford to be undercut by underhanded rogues, I would be grateful for your co-operation.

Grand Admiral Thorne, reports of increased pirate activity along the coastal routes of Sevvran have been a major cause for concern for 'certain parties'. He has agreed to funding the construction of several new ships for the purpose of strengthening our security along our naval trade routes. My Lady Regent, we have received a sum of money from 'concerned parties' for the purpose of dealing with the increase of piracy along the Sevvran trade routes. I have sent orders to expand the fleet with the funds to Grand Admiral Thorne and I request the authorization to deploy increased merchant navy fleets to secure our coastal borders against this threat. Lord Housemartin, Lady de Wulfe has requested my aid in assisting you with the matter of rebels within Hissin and have authorized the deployment of 2 Battalions to Hissin for this purpose. I will be overseeing their orders until we are established, your assistance in this manner would be of great help, you know the current state of the country better then I do.

The Lord Commander is writing troop orders to various parties in order to enact his current plans for the situation surrounding Sevvran. It will vary from recipient to recipient but he will be using his personal influence (The Bear of the North [+4]) and supreme authority (Captain and Commander[+4]), to ensure that all parts start moving towards the execution of these orders.

"Are we fully provisioned Major?"

The yard was a bustle, carts and equipment moved across barracks as the muster went out. The orders were simple, two battalion's to enforce the security of the occupied Hissen Capitol, and squeeze the rebels to the outskirts where they belong.

"Yes mi' lord, do you wish for us to begin marching soon?"
"No first battalion will leave early and secure the route to Hissin, the rest will follow shortly"
"We will? What for Sir?"

Von Voss turned to, who was it again, oh yes Major Mountjoy Standfast.

"Major you have read my memoirs about our campaign against Dread Morgan the Pirate Emperor yes?"
"Of course Sir, I've read a lot of your books Sir."
"Good, then inform me what does a fighting force need?"
"Erm, food, water, wea-"
"Support, Major, is what it boils down to, the things you have listed are necessary but it all boils down to support. We as the army of the state require the support of the state to function, the rebels require the support of the people to supply them due to being enemies of the state. Either side without that support loses, losing is to be avoided on our end."

"With this in mind my orders are as follows"

"1. The route between Sevvran and Hissin will be secured to allow safe passage between these two nations, I want a checkpoint in every village and a garrison in every supply depot, if anyone so much as moves a bushel of grain without authorization and surveillance I want that man brought in. Only a fool will attack an army head on with a fighting force, he will seek to deny us our supplies, prevent them."

"2. Once we have brought this into place we shall move in the third battalion"

"Third Sir?" The Lord Commander turned him around and he saw. "Stonemasons?"

"Yes Major and alchemists and few doctors and members of the clergy who volunteered, I called in some favours. The king in exile desires the support of the people to maintain his shadow war and as long as we leave his country as a ruin he shall get it. King Leopold IV left it in pieces I wish to put those pieces back together. A guerilla army without the support of the people dies out, so we shall kill them with kindness."

"We'll be leaving soon."

1. Von Voss knows how this goes Kurt, he's played the logistics game before you were even born. With the military and the strategic mind of the commander coming into play, we can use Both +4 aspects on this order to fortify our supply routes.

2. Then in addition to the heavily armed soldiery we are bringing in civilian craftsmen to aid in getting the mostly broken infrastructure of Hissin up and running again and generally assisting the population, helping raise Lord Housemartin's stock with the populace at large, and weakening rebel support. Since these aren't people under Von Voss' direct command we will just be using [+4] Bear of the North for this.

"SQUAD, TO ME! The city is up in arms, find out what is going on and put a stop to it! Captain Wayfinder I want you and your squad with me, we're heading straight to the palace. Captains Hartlaw and Ferrol I want the garrison pulled up and back into action, it's sounding like a bloody mess out there where in the nine hells are the guard? Everyone else ensure that the important areas of this city are secure!"

The gates were opened, the first battalion entered, the relief has come.

"THE LAW OF SEVVRAN IS HERE YOU SONS OF MOTHERS."

Yami you did say to reuse my second roll for the previous turn right? Or did I imagine that. Instead of leading craftsmen, Voss is taking a handful of stalwart men and pushing through the mess to the palace.

"Secure the prison! No one and I mean no one leaves here until this situation is under control." As the rest of the squad poured in, he nodded to his Sergeant. "These men wish to fight to the death for their country. Oblige them. I will ensure the safety of the Captain of the Guard."

"Yes sir!"

And the commander strode forward, sword drawn, visor down, he kicked open the inner doors of the prison and saw three rebels attempting an exit.

"I would strongly advise you come at me all at once boys." He said hefting the Winter's Edge in his hand. "You might just have a snowball's chance in Hel."

Whilst Viktor's men secure the prison and put dirty rebels to the sword, he is gonna try and cut his way to the captain of the guard. This will use [+4] Bear of The North for this.

Voss looked over the burning city, sword in hand, groaning captain of the guard on the floor. They had secured the prison yes, but the drat, drat rebel leader that started this fiasco has had it away on his toes, and so have most of his men.

'drat, that last one nearly got me. He thought, clutching his side. I'm getting too old for this.

The truth of the matter was, that Von Voss had spent the last ten or fifteen years of his career constantly thinking that this time he was going to retire. This time was the last time, he would hang up his cape, put down his sword, and return to his home in the northern mountains to live out his days in peace.

But you never could leave alone could you Lord Commander? Every time you thought about putting down the sword, something else convinced you to pick it up again. Every time you went to rest easy some new threat to Sevvran's sovereignty raised it's head from the murky depths and like an old warhorse at the sound of warhorns you charged out once more.

We both know that now of all times, Sevvran needs you the most.

"Sir?" The sudden interruption snapped Viktor back to the present. "We've been trying to pursue the rebels as per your orders sir, but they've-"
"Stand them down sergeant, they could be anywhere by now, they could have fled via the gates, the sewers, hell they could have walked around the corner and become normal civilians again." He sheathed his sword and turned back to the sergeant, he had come with some other troopers.
"You two, grab the Captain of the Guard and see that he gets to an apothecary, everyone else I want every able-bodied man putting out fires, putting down looters and putting all the pieces back together. Control must be restored, I won't have this city burned to the ground on my watch. See to it sergeant."
"Yes sir!"

Von Voss has the city, now he intends to stabilize it. He has ordered his command to set about putting out fires, securing grain stores and generally just trying to undo or minimlize all the damage the rebels inflicted on their escape. The capitol was safe, for now, let's make sure it stays that way. He will be using Captain and Commander [+4] for this errand, since he is ordering the army to do it.

"Tell the Captain I will see him later, I best see that everything is secure with the Governor first."

Viktor is going to start with the Governor of Hissin before anything else happens, this is his city after all.

"Lord Voss, I must admit I am a bit scared for my life. I treat the people here as best as I can, but yet I am forever hounded by the eerie soldiers of the King in Hiding." he complains. "I do fear this is a problem one cannot solve with kindness alone. Even if the people here love me, the loyalists of old want only to replace me with their king. I must ask for your assistance in this matter: As long as that man remains alive, I fear we will never be able to truly integrate Hissin into our kingdom."

Viktor considers this for a moment, and then putting down his knife and fork he leans back.

"Yes your lordship, but as a man who has participated in - and survived - a lot of guerrilla campaigns in my time, I can tell you that a small but mobile force will run rings around a superior army if all that army is doing is chasing it through the countryside." He thoughtfully chewed his steak, swallowed, grinned and simply said. "So, I won't play this by the Hidden king's rules I shall play this by mine." He said picking up a freshly filled tankard of fine ale.

"Your lordship, I have faced many a rebellion in my time and I will tell you the same thing I told my subaltern." He sipped his ale. "What an army needs more then anything else in a protracted engagement is support, for us our support comes from the state, provisions must arrive, soldiers must be armed, men must be trained and made ready."

"But a rebellion does not have the support of a state by it's very nature, it requires the support of the people instead, and there I feel is where my gracious king had made a, miscalculation. He kicked the supports of the country down in the pursuit of the conquest of Hissin but did not put the necessary work in after he had done so, and there is where the poison can seep in Lord Housemartin. The people support the Hidden King right now because they are feeling the boot of the Sevvran aggressor in their minds and this is unfortunate."

"But, It is for this reason that I have brought not only reinforcements for our garrisons within Hissin, but craftsmen, masons, natural philosophers, doctors, and I have even acquired a few clergymen who volunteered for this. I've acquired quite a lot of strings in my time and I am pulling on a few for this one sir. Hissin has only seen us as conquerors, let us show them that we are willing to put the time and effort in to put this country back on it's feet. Let us in other words, give the people something that the Hidden King cannot give them, the means to rebuild their lives without resorting to more bloodshed."

"And a rebellion without popular support is a rebellion doomed to failure." He waved over aide, and he placed a few documents on the table next to Lord Housemartin. "I have gone over what I consider to be the most problematic areas from a military standpoint my lord, but I would appreciate your input on some of these matters in particular, you have the lay of the land better then I do."

Lord Commander vos Voss is laying the ground work and infrastructure down for the long term recovery and growth of Hissin, and the immediate restoration of it's more damaged areas of infrastructure in addition to reinforcement of it's armed garrison. To this end Von Voss will be using his Captain and Commander [+4] aspect for the marshaling and organizing of work teams and resources to this end, in co-operation with Lord Housemartin

Nothing too fancy here just trying to get a grasp of what has been happening in the country so far.
