No, actually. Each player gets one turn without a starvation phase. (Otherwise, Russia would be massively screwed.)

So the game flow will go:
Setup
US Action
US Doomsday
USSR Action
USSR Doomsday
US Starvation (first starvation of the game)
US Action
US Doomsday
USSR Starvation
USSR Action
USSR Doomsday
US Starvation...
(repeat until someone dies)

I've got a little question about starvation even though it doesn't matter in this instance and maybe doesn't matter ever?

Electric Hobo says that at K2 the neutral civ defects to me, and then the USSR civ dies. My understanding is that the USSR civ must move first because all 'Flee' actions must be resolved before 'defect' actions. So the USSR civ would flee and the neutral civ would die. Is this right?

The outcome is identical in this case but I think it would matter in situations where a starving unit has a choice of which side to defect to.

This is actually correct! And I'm sorry I missed it and didn't correct it. Was updating in a bit of a hurry.

This is almost correct. However, the last threaten will not kill anyone. Like Move, Threaten can overstack a hex, so the last guy will still go to an adjacent hex of your choice.

Threaten only kills a civ if all adjacent hexes are either Dead or enemy-occupied.

Knowing this, do you still want to run this turn as is?
