I've got a little question about starvation even though it doesn't matter in this instance and maybe doesn't matter ever? Electric Hobo says that at K2 the neutral civ defects to me, and then the USSR civ dies. My understanding is that the USSR civ must move first because all 'Flee' actions must be resolved before 'defect' actions. So the USSR civ would flee and the neutral civ would die. Is this right? The outcome is identical in this case but I think it would matter in situations where a starving unit has a choice of which side to defect to.

Like Move, Threaten can overstack a hex, so the last guy will still go to an adjacent hex of your choice. Threaten only kills a civ if all adjacent hexes are either Dead or enemy-occupied. Knowing this, do you still want to run this turn as is?
