The Philippines used to be a part of Spain. When it gained sovereignty, large amounts of Asians began to immigrate there due to their demand for cheap labor. Eventually, the Asians outnumbered the native Spanish and had also begun to interbreed with them. However, due to the Philippines' Spanish heritage, they have laws in place requiring people to take a Spanish legal name, and this is why there is now an ethnically Asian president named Rodrigo.
