At least in New Vegas, if you knew what you were doing, you could sneak past the deathclaws and get to Vegas quickly. The long route was easier, but not the only way at level one. OOO, in comparison, just made a bunch of areas pretty much inaccessible early on and forced you to read the modder's mind over what direction you were meant to go at the start. I mean, what's the point of playing an open-world game if you have to do things in a specific order anyway?

That's why in the original Fallouts, that were only partially voice acted, you got a lot of bits where a voice acted character would be "Hey, here's the basics of your mission. Talk to my non-voice acted assistant for more details". They could change a lot of things around without having to rerecord any of the major character's lines.

Fallout 3 also added extra damage and innate damage mitigation to most/all of the DLC enemies, separate from their level. The hillbillies in Point Lookout have bare skin that's tougher than the best Power Armor you can get in the game.

Even Morrowind had that problem - the goblins in Tribunal and the bears in Bloodmoon are much stronger than anything in the base game.
