Because this would actually create a diversion if poo poo got hairy, from personal experience I know that paying out jackpots to every slot player would literally take a few hours and it might cause enough hoopla to divert security's attention long enough for Nissa to get away with more powerful "magic" or whatever you call it, without drawing their attention (right away at least)
