You will need to perform some other standard operation in order to get the benefits of bribing. You can Bribe on top of any operation. And yes, you can specifically blow up an enemy base using Bribe even if there are enemy guerrillas/cubes present.

As CaptainRightful says you have to perform a standard operation somewhere on the map in order to get a special activity. However this does include things like Marching a guerrilla onto an EC which costs 0 resources. The Government don't have a free equivalent, they will always will have to pay for at least one space.
