If you go to your local trash can and pull some anime out you will find that it is completed and released, so no.

There are at least four Derek Smarts in the US, according to the ten-second Intelius search I could be bothered to do. Star Citizens are terrible at searching the Internet.

No, CIG has been blurring, refactoring, retconning, and redacting everything on a weekly basis. The interesting part for me is what was originally supposed to be in 3.0, and what is expected now.
Almost impossible to find that diff. But I did some research, and this is what I came up with, based on Citizencon slides, with details added by that full mental gently caress retard Boredgamer:
#########################
#### start
Original 3.0:
- Planets (full Stanton system)
- Planetary Physics Grids to support orbiting and rotating planets
- Professions:
-- Trading
-- Cargo Transport
-- Piracy
-- Smuggling
-- Mercenary
-- Bounty Hunter
April 18, 2017:
####
“Planetary” Landings v1 – Moons
- Surface Outposts
- Mission locations
- Loot
- Derelict Ships to discover like the Javelin & in space accompanying Debris Fields.
- Planets/Moons rotate on their axes, watch sun rise/set
Note: I can't tell what CIG actually said, and what's a diseased mind-dream extrapolation by blinkered, mental waste dump Boredgamer.
Yela: Yela is the most frigid of the Crusader moons. Those bold (or careless) enough to step outside without a spacesuit will be killed instantly by its freezing temperatures. If the cold doesn’t kill you, than any of the treacherous crevasses that crisscross the planet might. Cyrovolcanos have been known to erupt unexpectedly from such crevasses, so be wary when flying at low altitudes. Despite all its danger, there is much beauty to be found on Yela, like the underwater caves hidden beneath the moon’s crust.
So,
- Temperature system
- Crevasses
- Cryovolcanos
- Underwater Caves
Cellin: Burning with volcanic activity, Cellin is the counter to her icy sister. Although the volcanoes have been dormant for hundreds of years, the surface is dotted with thermal geysers that erupt without notice. The largest of such geysers can destroy heavy vehicles. Highly corrosive clouds of gas are regularly released from the moon’s surface, creating low visibility and damaging anything caught outside.
So,
- Thermal Geysers
- Gas clouds that erupt from planet's surface
Daymar- Daymar’s surface is like a harmonic blend of Yela and Cellin. It’s mountainous surface is reminiscent of Cellin’s volcanoes, while its craters share a warm likeness to Yela’s frozen crevessases. Known for its dense atmosphere, thick fog and a loose dirt surface makes travel difficult. Lightning storms can help illuminate the fog, just don’t get struck by their flash.
So,
- Dense atmospheres
- Large-scale volumetric fog
- Different surface types which affect vehicle/personnel movement
- Lightning storms
Delamar & the Levski Landing Zone
- Revamps of stations,
- More POI to discover in space
- New locations to buy & sell items.
####
Character Customization
####
Item System 2.0
- Operator Seats.
- Radar System
- Light Control System.
- Fuel / Refuel.
- Power Supply & Pipes – Pipes carry power around to the various components.
- Quantum Drives.
- Revamp of Power Plants
- Revamp of Shield Generators
- Revamp of Coolers and the Heat & Power System.
####
ObjectContainers & Megamap
The PU converted to Object Container Setup. This Conversion also is part of the all important Megamap meaning minimal pre-load.
With the transition to Object Containers, the Crusader map was completely re-designed. Each Point of interest is now an object container laid out via the Solar System Editor. This is in preparation for Object Container streaming and seamless transitions from different POI’s and between Star Systems. Mission Flowgraphs are converted over to use Subsumption and the new Mission System.
So,
- Complete redesign of how levels are made
- Solar System Editor (??)
- Mission Flowgraphs (??)
- Subsumption (AI)
- New Mission System
- Spectrum Integration
####
Missions & Map
The New Mission system in 3.0 is combined with Subsumption Base Functionality, Subsumption drives all of the AI, mission, dynamic content, and conversational logic.
Mission wise we will have missions from Patrols, Assassinations, Cargo, Smuggling, Exploration, Escorts, where some of these missions will be check your mobiglas to receive, go to the mission board OR find a pad to interact with SOME will be “hero” missions from Mission Givers Miles Eckhartand & Ruto. But these missions should also have some dynamic and random elements to them each time too.
The Solar System Mission Service dictates what missions are being offered at various locations and at what price. It is also responsible for specifying when and where dynamic content should be used and how it should be customized.
So,
- Mission System 3.0
- Dynamic missions and content
- Conversational Logic (AI)
- Patrol missions
- Assasination missions
- Cargo missions
- Smuggling missions
- Exploration missions
- Escort missions
- "Solar System Mission Service" which controls missions and chooses price/rewards, dynamic content
- Mission board on Mobiglass
- Mission board on "mission pad"
So,
- Patrols
- Assasination
- Cargo
- Smuggling
- Exploration
- Escorts
- Mobiglass-based system map allowing you to see the PU at large & select POI to Quantum Travel to.
- The mission board App allows players to see the service beacons that have been set up around the universe by other players or NPCs calling for assistance OR Missions.
####
Shopping & Cargo
- An expanded Shopping System
- Trade System
- Cargo System
- Various Commodities can be purchased via Kiosks, then sold at other kiosks.
- After buying items at a Kiosk, players will be able to head to their ship and check their cargo manifest
- Players will also be able to check their personal inventories as well as full UIs for those too.
- The Solar System Shop Service dictates what retail products, natural resources, and services shops are willing to buy and sell. It also decides their current level of inventory and prices, all of which may vary over time.
- Players will be able to manually interact with their cargo to load and unload it properly on their ships. (FUCKIN' GRABBY HANDS, YAH!)
- FPS Gear
####
Vehicles
- Drake Dragonfly for both Space Flight & on Ground combat / exploration
- The long awaited Cutlass Black Rework
- Constellation Aquila – Exploration Variant of the Connie
- RSI Ursa Rover – Ground Exploration Vehicle
- MISC Prospector – Single Seat Mining Ship
####
- Rework of the current FPS weapons
- APOCALYPSE ARMS SCOURGE RAIL GUN – A shoulder mounted railgun capable of providing high levels of damage at a long range.
- BEHRING P8-SC An SMG for mid-range fighting.
- New Heavy Marine Armor
- New Explorer Suit Armor.
- A large amount of customization of loadouts, possibly down to scopes, sights, barrels and stocks on guns as well as inventory management too.
####
Other New Mechanics
- Stamina
- Stamina-based weapon sway
- Insurance system
- Deeper Persistence – ensures that your vehicle state is saved between sessions from ship damage to cargo & ammo.
- AI will be able to operate turrets
- Improved player manned turrets too.
- FOV SLIDER
- Improved Airlocks & Doors – The room system governs pressure, composition of air in areas, is their oxygen, environmental hazards.
####
Performance & Improvements
- RenderTarget refactor – This saves over 50% of video memory usage.
- More efficient Planetary Scale Shadows.
- New Light Controllers making 1000s of light entities into 100s
- Optimized vertex and position format for all geometry
- Massively improved LOD computation and average face sizes for ships
- Better render & item culling.
- Implemented v2 of their HumanSkinShader further optimizing memory usage.
- Volumentric Fog, better FX, Render-to-Texture enabling less pre-rendering & saving harddrive space.
- Vehicles No Longer Use Lua – This is a huge step forward on the code side.
####
Network & Optimizations
- Message Queue – reduced bandwidth and latency
- Physics Serialization – Fixing a few long standing threading issues between the network and physics code. Improves separation of physics and netcode for better maintainability.
- Entity Update Scheduler- This Will allow entities further away from or less important to a player to be updated less frequently, which should improve the overall framerate and allow us to add more content to the universe.
- As a stretch goal also Network Bind/Unbind this Eliminates network updates for entities far away from clients. Should greatly reduce the amount of work the netcode has to do, helping improve server performance.
- The Entity Owner Manager will track entities that are moved around the universe, making sure we spawn and unspawn them at the correct time.
#### end
#########################

Here’s a sickening truth. As 3.0 started slipping they added features for a while, to make it make up for the delays. I’ve seen this kind of thing in project management before. Some part of a project slips so you ask for extra time and then the person in charge tries to make that something you can bargain about. Yes, we can put it out later, but we have to add ____ to mollify the publisher (or backers). And they guess that the thing they are adding won’t be that much of an increase, or it’ll affect unrelated parts of the team from the blocker or whatever. And they’re always wrong. Because the slipping happening in the first place means we’re not great at timing out tasks; we would we think we’re better now?
So 3.0 has grown in scope and in importance as a kind of Jesus patch that would fundamentally alter the game. Reward their patience. Backers bought this story and so did we. Backers because they wanted all their pipeline theories to be true. And we did because we keep telling ourselves that 3.0 might be the MVP that would let SC shut down refunds and maybe walk away.
But we’re getting none of that. After delays and delays, dropping the schedule entirely, and then a Burndown process that was horizontal or perhaps even upward trending, CIG have started cutting features from the patch entirely. As far as we can tell, the last two weeks of must fix bug counts dropping off are attributable to the features those bugs are attached to being cut out of the 3.0 patch. Whoever makes the game dev documentaries has Erin Roberts on film for all if us to enjoy as he gives up and asks the team to get the most basic thing out the door. The Jesus patch is long abandoned, and it’s looking more and more like 3.0 will feel like an incremental update accompanied by claims that under the hood it’s revolutionary.
Nearly a year of pain and suffering by the CIG people in the trenches to force out something that’s going to feel and awful lot like a monthly patch.

I'm sure we have some German auditors present, perhaps one could have a go at explaining the £650,198 contradiction in the 2015 accounts for Cloud Imperium Games UK Ltd.
Cloud Imperium Games UK Ltd - Going Concern in 2015 accounts
There is this disclosure note about going concern in the Cloud Imperium Games UK Ltd accounts for the year ending 31 December 2015. You do not ordinarily want to have to write a going concern disclosure, where the directors give their assurances to support the company because of the insolvent balance sheet. However, the disclosure does not match the balance sheet. £186,799 of net liabilities compared to £463,399 of net assets represents a difference of £650,198.
I've pondered some possibilities to explain this.
1. This disclosure for some reason might be based on the consolidated accounts. However, I'm not sure how this would be arrived at. I know you'd lose the inter-group transactions and the £440k investments would be reversed via journals but it shouldn't change the net position on investments. Looking at Foundry 42 Ltd and RSI INT Ltd, I'm not sure how you'd get to this difference.
2. For those who don't know how some firms handle disclosures, they are often generated generically by software and then edited manually. Something may have changed late on in the accounts and the disclosure was never updated / the wrong set of accounts were sent to Erin to sign and it was never picked up. However, there was the mysterious transaction that showed a profit on disposal of intangible assets of £654,612. If this treatment were changed from a balance sheet liability to a profit and loss item late on during account preparation, along with another minor journal or two it might explain the difference and represent the disclosure being out of date.
3. Something else. I guess it's this?
The Mystery of Cloud Imperium Games UK Ltd and the Intellectual Property.
On the 1st of July 2015 CIG UK paid £1,359,185 for intangible assets, listed as Intellectual Property. At some point during the year 1 January 2015 to 31 December 2015 they sold intangibles for £654,612 and this was considered all profit.
It would appear that these two items are not related to each other? The purchase is considered to still be worth what was paid and the disclosure suggests little activity related to it in the period 1 July 2015 to 31 December 2015.
There's no correspoding entries in the subsidiaries and there is no related disclosure for either Roberts Space Industries Corporation or Cloud Imperium Games LLC. The suggestion then is that this purchase and sale concern "unrelated" parties not controlled by Chris Roberts. Another possibility is that this was a related party transaction and remains undisclosed because it was a late change to the accounts and never adjusted for, see: speculation in section on Going Concern. But that's just speculation.
We actually looked into this some weeks back, and from my pov, I believe they sold "something" back to themselves and booked it as an asset. This is curious because F42 doesn't own IP that it could have "sold" to a third-party.

It's either equipment, data, or property (non-intellectual) if that's the case. Could you sell the lease to a building, to your parent company?

That's next-level self-doxxing
I get Google Alerts from time to time, and they're usually hilarious, when I know they're not me. My favorite is that Derek Smart cop over in Ireland. He's always in the news over there.
quote:
"One of the workers was at the foot of the bridge when they came upon a suspicious object. We are not sure what it is as yet but it looks like it may be an old grenade," Superintendent Derek Smart said.
"It's badly rusted.
"The gardaí arrived and closed the bridge so they're waiting for the Army to come now."
quote:
Appealing for witnesses, Supt Derek Smart of Henry Street Garda station, requested “anyone who was at the Ennis Road around the time in question, who was coming from the Ennis direction, and if they saw any vehicle driving at speed or saw anything suspicious, to contact us”.
As for my namesake in N. Florida, I actually only knew he existed a few years back during an FBI and DoD clearance that I was doing (I also have several relatives in the US Govt) and it popped up that he owed child support.
Last I checked, there were about 23 Derek Smarts in the continental US. Since these online databases, and court records don't carry SSNs, that's why most of them are getting sued for the crap they are selling. Now more than ever after the Equifax breach which has US senators now talking about adding new guidelines to FCRA and such.
And no, I'm not related to actress Amy Smart.
