Yes, but clicking "I was totally born on January first [whatever year you hit while scrolling down]" is not good enough for german youth protection laws. They'd actually have to verify names and ID card numbers for that.

I have only seen this age check applied once, in the early 2000s, for a German Counter Strike community site. You had to enter your card ID number to verify your age. This was pointless, because there where (and still are, just checked) a whole lot of sites where you can just generate a valid ID for that purpose. Doing that was faster and than getting your real ID card from your wallet and typing out the number.

I'm from Spain and Youtube recently started asking for my ID or credit card to verify my age before I can watch mature videos, and there's no loving way I'm doing that.

I'm actually not sure if it's specified to what extent you have to control access in the EU regulations. I didn't find anything when I quickly searched the EU legislation about requiring IDs and such, so I think it might be Google overreaching. (Or I just suck at searching)
