From the dialogue, they're shooting pistol rounds with less gun powder in them. Kuroki had his friend shoot an M1 Carbine at him, which didn't shoot full-power rifle rounds but would have a way way way higher velocity than whatever underpowered bullets Ohma is having shot at him.
