Stover missed the point of the movie and rewrote the Jedi to be cool and badass defenders of peace and justice, especially Obi Wan who becomes literally the Jedi ideal of a humble hero in perfect communion with The Force. This despite much of the plot being driven by the Jedi's arrogance and hubris and the stated fact that while sitting in their ivory tower protecting the interests of the government instead of the people they've lost touch with The Force and can't see any of the threats in their midst. And despite both actors playing Obi Wan as a showboating liar (from a certain point of view) in way over his head even after he's dead. It's less a "fix" and more "the story fans who didn't understand either trilogy wanted".

None of it makes sense in light of the bigger plan. The phantom menace of Sheev's plan is that he wins no matter the outcome of the crisis he's manufactured. He doesn't even care that his apprentice dies, Darth Maul is only there to distract/scare Jedi. Create drama > leverage panic to gain power > cackle maniacally. Basic politics.
